How to Get Certified for the LEAP Program
You do not need to be a consumer of the California Department of Rehabilitation (DOR) to get a LEAP certificate, although you are welcome to apply for their services.
If you only want to get a LEAP certificate without applying for DOR services, take proof of disability (see below) to a DOR office and ask to see the Officer of the Day. If you want to apply for DOR services, as well as get a LEAP certificate, contact the DOR office to make an appointment. The counselor may need to order medical records, so it is helpful to have names and addresses of your doctors.
Once the counselor verifies you have a qualifying disability, they will give you the signed LEAP certificate. It is important to keep the original and mail a copy of the certificate to:
