How to Get Certified for the LEAP Program

You do not need to be a consumer of the California Department of Rehabilitation (DOR) to get a LEAP certificate, although you are welcome to apply for their services.

If you only want to get a LEAP certificate without applying for DOR services, take proof of disability (see below) to a DOR office and ask to see the Officer of the Day. "Individual with a disability" is defined as:

  1. Having a physical or mental impairment or medical condition that limits one or more major life activities; or
  2. has a record or history of such impairment or medical condition; or
  3. is regarded as having such an impairment or medical condition.

Proof of disability from statements, records or letters from:

  1. Physician's/medical professional's letterhead stationary;
  2. federal Government agency that issues or provides disability benefits;
  3. state Vocational Rehabilitation Agency counselor; or
  4. certificate from a private Vocational Rehabilitation or other Counselor that issues or provides disability benefits.

If you want to apply for DOR services, as well as get a LEAP certificate, contact the DOR office to make an appointment. The counselor may need to order medical records, so it is helpful to have names and addresses of your doctors.

Once the counselor verifies you have a qualifying disability, the counselor mails your signed LEAP certificate to the California Department of Human Resources (CalHR) and provides you with a copy.

After your certificate has been received by CalHR and entered into the database, usually within 10 days, you may apply to open LEAP exams.
