Job Description and Duties

This CEA position will be filled in Sacramento, CA. 

Under the general direction of the Chief Deputy Commissioner of the Department of Business Oversight, the Deputy Commissioner of Administration (DC) has significant responsibility for policy formulation and line operations and serves as a consultant and advisor to the Chief Deputy Commissioner on implementation of Department of Business Oversight (DBO) policies, program requirements, activities and operations.  The DC is responsible for developing and implementing policies and procedures relating to DBO program activities for the Administrative Program and plans, organizes, coordinates; and establishes relative priorities for Program staff; guides decision-making of subordinates; evaluates performance and takes or recommends appropriate action; monitors important due dates; provides advice to the Chief Deputy Commissioner and other executive staff on sensitive personnel issues and other matters. 

The incumbent plans, organizes, directs, coordinates and monitors Program activities including accounting and fiscal services, personnel and employee transactions and benefits, budgeting, business services, contracts, employee discipline, employer/employee relations, testing and selection, training, management analysis efforts throughout the organization.

Formulates and oversees departmental policy in a variety of program areas and recommends goals, objectives and strategic planning.  The policies and decisions made impact all departmental programs.  Acts as a spokesperson for management and conducts negotiations with the Business, Consumer Services, and Housing Agency, Department of Finance, Legislative Analyst’s Office, State Controller’s Office, Auditor General’s Office, Department of Human Resources, State Personnel Board, the Department of General Services, and union representatives when issues cannot be resolved at a lower staff level.

Serves as a member of the Department’s Executive Committee; provides policy direction on administrative program matters and regulatory issues as required: offers alternatives, and makes decisions; represents the Department on the Business, Consumer Services, and Housing Agency Chief Administrative Officer Committee; represents the Commissioner at hearings, meetings, conferences, legislative functions, and interactions with statutory financial institution industry committees and representatives.  Testifies at Senate and Assembly committee hearings; serves on interdepartmental task forces and participates in special study groups.  Performs other related duties as required.

The DBO supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DBO licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders.

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    1.     Awareness of the Department of Business Oversights’ organization, programs, and policies.

    2. Knowledge of and experience in Administrative Services which includes Budgets, Accounting, Human Resources, Facilities, Procurement, Contracts, and other Administrative functions.

    3. Demonstrated success in providing customer service in an Administrative Service type role.

    4. Strong management and leadership skills as well as the ability to plan, organize, and direct the work of multi-disciplinary professional and administrative staff.

    5.     Ability to build and maintain positive working relationships across State government using strong oral and written communication skills.

    6. Ability to think strategically and manage using performance measures to achieve operational and strategic goals.
