Job Description and Duties

Under the general direction of the Program and Project Supervisor of the Procurement Section, the incumbent will conduct varied technical, economic, quantitative, and policy research and analyses in public utility regulation pertaining to a broad range of issues and recommend alternative solutions.  Incumbent will evaluate various program aspects, including ratepayer impacts; program budget and expenditures; cost tests and forecasts, including models and inputs; regulatory priorities; and interaction with State and federal law.  In addition, the incumbent will be expected to independently develop written reports, memoranda, sworn testimony, and comments in CPUC proceedings; serve as an expert witness for the Public Advocates Office on the results of completed studies and analyses; make formal presentations and advocate on behalf of the Public Advocates Office; and advise CPUC management, staff, and others.  Incumbent will represent the Public Advocates Office in CPUC meetings, workshops, and other regulatory forums.

The incumbent will serve as a lead technical analyst and/or project coordinator responsible for directing and overseeing multi-disciplinary teams of analysts, engineers, lawyers, and, at times, student interns.  Incumbent will work on a broad range of regulatory issues pertaining to Public Advocates Office’s advocacy, integrated resource planning; production cost simulation and capacity expansion modeling; conventional and renewable energy; resource adequacy;  energy resource cost recovery; energy markets; energy research; and related issues. The analyst should have a strong interest in production cost simulation and capacity expansion modeling, integrated resource planning, resource adequacy, reliability, integration of renewable energy onto the electric grid, incorporating greenhouse gas goals into long term procurement planning, ensuring accurate recovery of authorized funds, and emerging energy markets.

Projects will require coordination with other senior analysts to contribute to Public Advocates Office’s advocacy in related proceedings, including renewables, greenhouse gas, and customer programs. Incumbent will also be called upon to provide expert analyses on other programs and activities in the Office as needed.

Public Advocates Office / Electricity Planning & Policy Branch / Procurement Section

The Public Advocates Office is the ratepayer advocate at the CPUC with the statutory mandate to obtain the lowest possible rates for utility service consistent with safe and reliable service and the state’s environmental goals. The Public Advocates Office represents the interests of electric, gas, water and telecommunication ratepayers in Commission proceedings and processes (e.g., workshops, rulemakings, investigations, utility applications, hearings, advice letters, committee and stakeholder meetings, and other forums). The Electricity Planning and Policy (EPP) Branch is comprised of two sections, Climate Change and Procurement, which is responsible for representing ratepayer interests in electric generation planning and procurement; energy resource cost recovery; renewable portfolio standard (RPS) implementation, research and development, and greenhouse gas (GHG) policy including design of emissions markets. Required Experience / Qualifications:

A successful Public Utilities Regulatory Analyst (PURA) IV candidate must have demonstrated knowledge, skills and abilities in the following areas:

• Demonstrated ability to conduct the most complex technical, economic, financial, and/or policy analysis and recommend effective courses of action.

• Demonstrated ability to lead, plan, organize, and coordinate projects and project teams, to work well in a team environment, and to establish and maintain cooperative and positive working relationships with others.

• Demonstrated ability to handle multiple assignments with accuracy, to prioritize and meet deadlines.

• Demonstrated ability to work well under pressure, and with minimal supervision, to analyze situations accurately and to recommend and take effective courses of action.

• Excellent written and verbal communication skills, including the ability to keep management informed of work and proceeding status, to prepare testimony, and to write reports, memos, letters, and comments.

• Demonstrated ability to testify as an expert witness in formal CPUC proceedings or comparable experience, make presentations before decision-makers, defend controversial positions, and articulate recommendations in a diplomatic and persuasive manner.

Desirable Experience / Qualifications:

Expertise working with production cost simulation and capacity expansion modeling.

Experience working with programs in the area of integrated resource planning and resource adequacy.
