Job Description and Duties

Under the general direction of the Information Technology Supervisor II, in the office of the Chief Information Officer and Departmental Technology Service Bureau (DTSB), Legal/Executive/Division Branch, the Information Technology Specialist I (ITS I) provides technical support to projects utilizing commercial-off-the-shelf (COTS), Software as a service (Saas) and Java applications. As a subject matter expert, the ITS I assists staff and customers in delineating business needs and defining system requirements for IT systems. The ITS I will independently plan, design, implement and work on complex information technology (IT) applications and projects; evaluate, define, resolve and recommend optimal solutions to complex IT problems to management. The ITS I employs State and departmental project management methodologies to manage IT project to ensure customer needs are met, departmental standards are followed, and project milestones and deliverables are accomplished. The ITS I will apply a high level of technical knowledge in complex system analysis, troubleshooting, reports and forms development, programming, data conversion, quality assurance, and testing.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Strong Programming skills in designing and implementation of multi-tier applications using Java, J2EE, JDBC, JSP, JSTL, HTML, Struts, JavaScript, jQuery, Ajax, Ant, XML, Servlets, JavaBeans, CSS, EJB, Hibernation, 

    Spring, Jasper Reports and others as defined by management. Experience in developing applications using web/application servers such as JBoss and Tomcat.

  • Experience in software testing, Junit testing, defect tracking and management using JIRA.
  • Implementing SDLC methodologies including Waterfall and Agile; involvement in sprint planning, estimations, dividing stories into tasks and tracked issues using JIRA.
  • Experience in using version control systems such as Tortoise SVN, Bitbucket, Documenting procedures, data migration, database tuning, warehousing, mapping, conversions, interfacing.
  • Excellent experience in COTS implementation steps including requirement analysis, Gap analysis, configuration, personalization, customization and maintenance.
  • Excellent Experience in maintaining database objects like tables/views/stored procedures/functions/triggers.
  • Excellent communication skills and team player spirit coupled with problem analysis and solving abilities.
  • Strong relationship management skills, enthusiastic & self-driven, with a high degree of commitment.
