Job Description and Duties

The Diesel On-Board Diagnostics (OBD) Section is recruiting for an Air Resources Engineer vacancy in the OBD Branch, which is responsible for regulatory development, certification, and enforcement of light-duty and heavy-duty OBD systems for current and future on-road emission control systems and powertrains.  Under the direction of an Air Resources Supervisor I, the successful candidate will be involved in reviewing and approving manufacturers' OBD system certification applications.  Duties will also include evaluation of the in-use performance of certified OBD systems for proper detection of faulty emission control components and illumination of the check engine light at the appropriate time relative to emission increases.  The OBD system evaluations may include testing for proper communication with scan tools that interrogate the system for fault and other system information and proper interaction with smog check, and operating the vehicle on the road or in the laboratory on a dynamometer with a malfunctioned part installed in order to ensure proper illumination of the check engine light.  Problem vehicles would require enforcement action that could lead to vehicle recalls or other remedial action.  Other primary duties include assisting with the development of light- and heavy-duty OBD regulatory updates or preparation of guidance documents that clarify elements of the certification process.  Additionally, the successful candidate may be called upon to serve as a lead staff person for work groups and technical meetings, and to engage in outreach events with industry, environmental groups, government organizations, and the public.

Working Conditions

EL MONTE LOCATION: CARB has approved the relocation of our El Monte facility to Riverside (within the 92507 zip code). The relocation is currently scheduled to occur in 2021.

STATEMENT OF QUALIFICATIONS (SOQ) - REQUIRED -

The SOQ is a narrative discussion prepared by the applicant describing how the applicant’s skills, knowledge, abilities, education, training, and experience, qualify them for the position.  The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing.  CARB will not consider applicants who fail to provide an SOQ with their application.  Resumes do not take place of the SOQ.  The SOQ must be typed, no more than two (2) pages in length, and no smaller than 12 size Arial font.  Only those candidates who submit all the required documents by the final filing date will be considered for an interview.

COVER LETTER- REQUIRED -
