Job Description and Duties

Located in the heart of downtown Sacramento, the California State Library is a small and dynamic agency that is dedicated to preserving and providing access to California’s unique history to enrich the lives of current and future generations.

The Human Resources Services Office is seeking a Personnel Specialist with a positive attitude who knows how to take initiative, provide innovative solutions and superior customer service!

Under the general supervision of the Personnel Officer, the incumbent has full responsibility for all personnel/payroll transactions and disability programs for California State Library employees. Incumbent performs at the progressively more complex and difficult transactions duties in a variety of personnel transactions areas in compliance with applicable bargaining unit contract/Memorandum of Understanding (MOU) language, departmental policies and procedures, and Department of Human Resources (CalHR), State Personnel Board (SPB) and State Controller’s Office (SCO) laws and rules, as well as Human Resources Services Office (HRSO) management and clients’ expectations.

Working Conditions

No specific physical requirements are present: the incumbent works 40 hours per week in an office setting, with artificial light and temperature control. Daily access to and use of a personal computer and telephone is essential.  Sitting and standing requirements are consistent with office work. Incumbent is expected to travel occasionally (<1%), when necessary to attend forums and meetings or to provide consultation or training, etc.

    The California State Library serves the people of California in several ways and is made up of the Administrative Services Bureau, the California Research Bureau, State Library Services, the Information Technology Bureau and Library Development Services.


    These bureaus ensure that the California State Library is the central reference and research library for state government and the Legislature and provides non-partisan research to the Legislature and the Governor.  The California State Library collects, preserves, generates and disseminates information ranging from California's priceless historical items to today's online texts, and it advises, consults with, and provides technical assistance to California's public libraries, all while directing state and federal funds to support local public libraries and statewide library programs, and services.


    The State Library is home to public reading rooms including Information Services, Government Publications, the Law Library, the Braille and Talking Book Library, and the California History Room. It also plays host to Night at the State Library, annual community events like Juneteenth, the Archives Crawl, Museum Day and exhibits you won’t find anywhere else!
