Job Description and Duties

The Merit System Services (MSS) Program administers Local Agency Personnel Systems for merit-based programs in 25 of California’s 58 counties.  The MSS Program performs recruitment and selection duties for the Social Services and Child Support Services of these counties.  Part of these duties include administration of written and oral examinations. The MSS Program relies on Expert Examiners to administer oral examinations. Expert Examiners receive direction from and report to the Program Consultants or the Program Supervisor. 

The MSS Program is hiring Expert Examiners throughout the state.

Expert Examiners act as the Qualifications Appraisal Panel Chairperson at oral examinations.  Panel Chairpersons shall receive exam materials ahead of an exam and are responsible for the security of the confidential exam materials throughout the exam process.  They set up the exam site and provide instructions on exam procedures to the other panel members.  They may check in exam candidates if no receptionist is provided.  They verify candidate information (which may be confidential) and provide instructions to the candidates throughout the exam process.  Panel Chairpersons maintain order and the proper atmosphere for exam candidates; they report incidents that occur during the exam process and may excuse candidates who disrupt the process or fail to adhere to the instructions provided.  The Panel Chairperson facilitates the panel discussion on scoring candidates and ensures that the scores fall within the appropriate parameters; they also oversee documentation of information by panel members.  They are also responsible for collecting, organizing and returning all exam materials and documents to the MSS Program.  Training is required and shall be provided locally or online. 

Expert Examiners typically administer oral examinations during the week and are used on an as-needed or minimum basis.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience working in social services and/or child support services departments.

  • Experience interviewing.

  • Punctual and dependable, must be on time to start exams on time and able to keep the schedule of the exam. 

  • Leadership skills, ability to work with limited to no on-site supervision, and work independently with little or no direction. 

  • Ability to be organized and analytical, follow provided directions and check the work of others to ensure all forms have been completed are legible, and accounted for. 

  • Ability to operate standard office equipment such as, but not limited to; a personal computer (desktop or laptop models), paper shredder, basic calculator, and a document system (copier, facsimile, imaging).

  • Ability to communicate effectively, provide leadership, speak clearly and provide clear instructions, facilitate panel discussion and be open to other’s thoughts and suggestions.

  • Ability to sustain prolonged sitting and stay alert.

  • Ability to be dynamic; work well under pressure and adjust to changing conditions, timelines/deadlines, and other circumstances during an examination with short notice
