Job Description and Duties

The Program Evaluation Specialist is responsible for a wide range of research and analytical duties, and acts as a highly skilled resource to the State Board and is responsible for innovative strategic planning regarding grant evaluation and the continuous improvement of workforce services for special populations, including those with barriers to employment.

The Specialist's focus is data research, performance metrics, and analysis and evaluation of grant programs intended to provide workforce and related services to special populations, including those with barriers to employment. These include all grants that fall under the Prison to Employment Initiative, the Workforce Accelerator Fund, AB 1111, AB 2060, as well as any other grants intended to provide services to special populations.

The Specialist is responsible for understanding, tracking, and reporting on the manner in which quantitative and qualitative program data is utilized by the aforementioned grants . The Specialist is responsible for analyzing, evaluating, and assessing the success of the aforementioned grants using administrative and performance data collected in the course of grant administration and implementation. The Specialist promotes what is learned from these evaluations and assessments by developing data-interpretive expert narratives which may be communicated via analytical reports, graphs and tables, toolkits, stakeholder webinars, policy briefs, and conference presentations for purposes of dissemination to the public and policymakers. These responsibilities include preparing reports summarizing the findings of the data analysis conducted as part of CWDB's grant evaluation efforts.

The Specialist must be knowledgeable in workforce development and experienced in guiding discussions on workforce policy and program outcomes. The incumbent will be required to attend meetings or conferences as a representative of the State Board staff. The incumbent is expected to maintain a high level of professionalism and technical competency.

Department Information

The California Workforce Development Board is the Governor’s agent for the development, oversight, and continuous improvement of California’s workforce investment system and the alignment of the education and workforce investment systems.  The State Board and its staff provide active ongoing policy analysis, technical assistance, and program evaluation to inform and shape state policy on the design of state workforce policies and their coordination with other relevant programs, including education and human service programs. The State Board, in consultation with Workforce Innovation & Opportunity Act (WIOA) state plan partners, drafts the State Plan and serves as the broker, convener, facilitator, and matchmaker to bring the disparate elements of the state’s workforce, education, human services, and economic development programs into alignment through coordinated partnership.
