The Department of Business Oversight is recruiting for one limited term, full-time Staff Services Analyst (General) position in the Administration Division, Business Operation Unit. Position to be located in the Sacramento office.  This recruitment may be used to fill subsequent vacancies of these positions in DBO within the next 180 days.

This position can be extended to 24 months and has the possibility of becoming permanent.

Prepares documents for the purchase of goods and/or services.  This includes: interpreting and applying all pertinent State Administrative Manual and State Contracting Manual requirements; developing and monitoring adherence to all departmental and control agency purchasing policies and procedures; obtaining and verifying competitive bids; researching product availability, which requires meeting with vendors and verifying vendor and product performance;

Preparing purchase orders, purchase estimates, service orders, and solicitation documents, which includes developing specifications; preparing and issuing departmental procurement requests utilizing the Department’s Lotus Base Procurement System; securing exemption from control agencies such as Prison Industry Authority, State Printing Office, etc.; maintaining procurement-related files and records, and preparing procurement reports.

Develops and/or reviews a wide variety of consulting and services contract requests; determines feasibility and appropriate bid method; reviews scope of work to be performed; determines appropriate monetary amounts; clearly identifies specifications or deliverables; determines legal requirements; interprets varying sources of laws and requirements for specialized services contracts such as the California Government Code, Public Contract Code, State Administrative Manual, State Contracting Manual, and control agency directives; develops and obtains sole source and advertising exemptions; secures control agencies’ exemption approvals (Department of Justice, Office of the Attorney General; Department of General Services, Office of Legal Services; etc.) develops contract language; obtains authorized signatures; reviews and distributes contracts as appropriate (contractor, State Controller's Office, accounting office, internal users of the services contracted, and other control agencies as required); and processes contract amendments.

Working Conditions

Sacramento Location: The Sacramento office is currently located in a convenient midtown location within walking distance to light rail, restaurants, Capitol Park, and the Golden 1 Center.  DBO anticipates moving their Sacramento office to the north Natomas area within the next 5 months.

Department Information

The Department of Business Oversight (DBO) protects consumers and oversees financial service providers and products. The DBO supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DBO licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders.
