The Department of Business Oversight is recruiting for one limited term, full-time, Associate Personnel Analyst / Staff Services Analyst position in the Human Resources Unit, Division of Administration. Position to be located in the Sacramento office. This recruitment may be used to fill subsequent vacancies of these positions in DBO within the next 180 days.

This position has the posibility of becoming permanent.

Interpret and explain a wide variety of complex civil service laws, rules, processes and procedures to managers, supervisors and employees; analyze and solve difficult technical personnel problems; and interpret several collective bargaining contracts (Units 1, 2, 4 and 7). Conduct research and formulate recommendations for complex personnel issues. Determine appropriate classification of all positions to be filled and if necessary perform desk audits to ensure proper level and kind of duties. Review, approve and/or deny Requests for Personnel Actions and review duty statements, organization charts, and other documents that may require SPB or CalHR approval.

Perform full range of recruitment activities to fill positions. Independently interpret and apply a wide variety of personnel laws, rules, policies and procedures; post announcements, order certification lists and contact letters via CalHR’s Exam and Certification Online System (ECOS), conduct application review to determine eligibility (e.g. transfer, list, reinstatement, SROA, Super SROA, etc.) of applicants utilizing ECOS and SCO’s employment history; prepare/send recruitment package to hiring manager/supervisor; conduct final review of eligibility for potential hire to ensure minimum qualification and all eligibility requirements are met; provide consultation to manager/supervisors regarding recruitment  processes;  Respond to inquiries from the public and departmental staff on recruitment process. Maintain RPA documentation for SPB compliance reviews in accordance with laws and regulations.

Participated in workload meetings to develop process improvements and track status. Maintain tracking spreadsheets, recruitment files and ECOS documentation. Attend meetings and training to ensure you stay abreast of current issues within human resources.

Conduct and complete special projects related to human resources issues and/or matters individually or as a team effort to comply with State mandates or special requests from top management. Respond to merit issue complaints and SPB appeals.

Provides technical guidance to other analysts and personnel staff in their area of expertise; provides educational materials and training of personnel systems, procedures and policies to co-workers, employees and supervisors/managers.

Working Conditions

Sacramento Location:The Sacramento office is currently located in a convenient midtown location within walking distance to light rail, restaurants, Capitol Park, and the Golden 1 Center. DBO anticipates moving their Sacramento office to the north Natomas area within the next 5 months.

The Department of Business Oversight (DBO) protects consumers and oversees financial service providers and products. The DBO supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DBO licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders.
