Job Description and Duties

Under general direction of the IT Implementation Director, the IT Development Manager manages the multi-disciplinary Implementation Solution Development team and directs the planning, development and resources of the prioritized and assigned software solution projects to ensure timely delivery and Software Development Life Cycle (SDLC) compliances. The incumbent manages the work of solution engineers and provides guidance to resolve the most complex technical issues during the SDLC; reviews, develops and maintains software development procedures, work flows, technical standards, and practices to improve the maturity and quality of the software solutions and services; acts as the top technical expert and advisor in the analysis, design, development and implementation of software solutions that span multiple platforms and support CEA’s business operations. The incumbent advises and/or participates in the procurement and management of outside technology resources including IT services, vendors or contractors; serves as a key advisor to the IT Implementation Director and/or the Chief Information Officer (CIO) on IT workforce planning, succession planning, IT policies and strategies formulation, resources and/or knowledge management, and performance management.

Incumbent in this position primarily performs duties in the software engineering and system engineering domain and may manage and/or perform work in other or multiple domains, such as business technology management or project management, as assigned.

Department Information

The California Earthquake Authority is a not-for-profit public instrumentality of the State of California, authorized by law to issue residential earthquake insurance. We educate Californians about earthquake risk, provide mitigation opportunities and resources for existing residences, and make available a range of fairly priced insurance options to provide for repairs, rebuilding, and recovery after earthquake-caused loss. Outside the state budget and exempted from many governmental reporting and regulatory requirements, we operate in California’s competitive insurance market as a regulated insurance provider. We are located in the Renaissance Tower, 801 K Street, Suite 1000, Sacramento, California, with access to mass transit and free garage parking.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • 7+ years of practical experience in software development, expert technical understanding of software development and software development life cycle (SDLC) 
  • 3+ years of Development lead experience
  • Working knowledge of programming languages, such as C#, TypeScript, T-SQL, etc.
  • Working knowledge of various tools including Visual Studio, Team Foundation Server(TFS), Visual Studio Code, SQL Server Management Studio(SSMS),Dynamics and Kentico
  • Understanding of Software Testing 
  • Excellent communication, interpersonal relationship management, time management, research/information-gathering skills 
  • Excellent analytical skills with a penchant for innovation to find creative solutions to problems, and a proven track record of successful implementation
  • Ability to work in a highly collaborative environment, with peer managers and within cross-functional teams that have varying styles and/or cultures 
  • Ability to exhibit strong leadership and team building skills
  • Ability to maintain effectiveness in varying responsibilities and changing priorities 
  • Experience with Project Management
