Job Description and Duties

Under direction of the Staff Services Manager (SSM) I, the AGPA performs a variety of complex budget-related tasks and fiscal analysis for the Division’s multi-fund budget, including preparing and analyzing Budget Change proposals (BCPs), reviewing of Governor’s Budget for accuracy, and analyzes the potential impact to the Division by conducting baseline allotments, administrative projections, quarterly summaries, and budget formats. The AGPA ensures fiscal detail and requirements are met related to Project Approval Lifecycle (PAL), Financial Analysis Worksheets (FAW), Special Project Reports (SPR), Post Implementation Evaluation Reports (PIER), and Information Technology (IT) Procurement Plans. The AGPA performs reconciliations of project funding documents for IT projects that are visible to control agencies and must meet stringent rules and regulations. The AGPA researches and tracks budget trend information, budget related vacancy projections, as well as special ad-hoc reports. The AGPA provides full journey level analytical and staff support for planning and evaluation activities as well as taking the lead over the Staff Services Analyst (SSA) staff. The AGPA in a lead capacity, as needed, will provide guidance and mentoring to the partnering SSAs by developing, preparing, and presenting training sessions to staff. The incumbent will provide feedback to management throughout the training period and update training plans as necessary. The AGPA continuously and independently analyzes and prepares reports on the Division’s budget and must be knowledgeable in all matters pertaining to the budget which is necessary to keep management updated at all times. The AGPA independently prepares and reviews all budget documents: Budget Letters, Executive Orders, and Department of Finance (DOF) Reports, and related fiscal documents using Microsoft Word, Excel, and other resources.
