Job Description and Duties

This full-time position is currently being recruited for on a temporary basis. However, it may become a permanent full time career position once an examination is available.

The Executive Director manages the Research Advisory Panel of California (RAPC), a review board that meets bimonthly and is required to review all Schedule I and Schedule II controlled substance research proposals in California. The Executive Director works closely with and at the direction of the Panel Chair. The Executive Director organizes and attends meetings of the Panel; handles administrative and executive matters in connection with such meetings; executes the actions of the Panel; handles extensive written correspondence between the Panel and researchers; maintains a database containing records of all Panel approved studies in California; confers with the representatives of Institutional Review Boards and the Drug Enforcement Agency and maintains liaison with these agencies regarding research protocols reviewed by the Panel; evaluates reports prepared by agencies, organizations, universities, or individual researches engaged in drug research programs or clinical trials; prepares, edits, publishes and arranges printing and distribution of the Panel's annual report to the Governor and the Legislature; directs the administration and business activities of the Panel; conducts onsite inspections of drug research programs and checks for compliance of such programs with the criteria and safeguards established by the Panel.


The Department will consider a Temporary Authorization Utilization (TAU) appointment for this position – TAU appointments may be made regardless of eligibility; however, applicants must still meet the minimum qualifications  of the classification in order to be appointed. Candidates who meet the minimum qualifications but do not currently have eligibility on an employment certification list may apply as a TAU.

TAU appointments are limited to a duration of 9 months within a 12 consecutive month period. In order to become permanent in the position, the selected applicant must take and pass the examination for the classification and be eligible on a certification list prior to the TAU expiring. However, the individual will not be required to reapply or re-compete in order to be appointed permanently to the position.

Job Requirements and Job Related Information

The following sets forth the minimum experience and education requirements for this job:

  1. License: Possession of a valid certificate of registration on a licentiate in pharmacy issued by the California State Board of Pharmacy. Possession of a valid (i.e., possession of a valid, active, and current license in pharmacy issued by the California State Board of Pharmacy); and

  2. Experience: Five years of progressively responsible experience in the practice of pharmacy or in a research, teaching, or consulting at field related to pharmacy, two years of which must have been in a supervisory or administrative capacity including or supplemented by experience in the design, execution or analysis of laboratory and clinical drug research. (Experience in the California state service applied toward this requirement must include two years in a class at a level of responsibility at least equivalent to Consulting Pharmacist II, Department of Health.); and

  3. Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Eligible employees may be entitled to an additional $2,000 per pay period, per Pay Differential 269 (Pharmaceutical Consultant Pay – Bargaining Unit 19 and Excluded Employees). This Pay Differential will be applied upon appointment through payroll for candidates that meet the minimum qualifications.

Examination Information:

The Executive Secretary, Research Advisory Panel of California, examination is anticipated to be available in the Fall of 2020. Individuals who apply to this position must have list eligibility in order to gain permanent employment to this classification with the Office of the Attorney General.
