Job Description and Duties

Under the general direction of the Executive Director, the Deputy Director of Planning and Regional Office Operations is the lead position fulfilling the Council's federal and state mission for systems change and capacity building.  The Deputy Director provides executive-level leadership, policy formulation and implementation, and assures quality management for the Council’s twelve regional offices.  The Deputy Director promotes the systemic identification and removal of barriers that keep people with intellectual and/or developmental disabilities (I/DD) from living integrated lives in the community; advises the Executive Director on strategic visioning for the Council and in carrying out that vision through the development and implementation of the State Plan; directs and has charge of the regional office work plans, goals, and objectives for Regional Managers and other direct reports; and represents SCDD externally to build partnerships and advance the work and mission of the Council.

 

The incumbent is expected to consistently exercise a high degree of confidentiality, initiative, organization, responsibility, and independence in the performance of the assigned tasks 20% travel may be required.  You will find additional information about the job in the Duty Statement.

    Department Information

    The State Council on Developmental Disabilities (SCDD) is an independent state agency mandated by federal and state law to pursue systemic change, capacity-building, and advocacy, to promote a person-centered and consumer and family-based system of services and supports for individuals with intellectual/developmental disabilities (I/DD). The goal of the federal law is to enable people with I/DD to maximize their self-determination, independence, productivity, and community integration and inclusion. The State Council (Council) consists of 31 voting members, all of whom are appointed by the Governor. The incumbent, as part of SCDD’s Headquarters (HQ) team, helps the Council fulfill its specific statutory mandates under the federal Developmental Disabilities Assistance and Bill of Rights Act (Title 42, USC §15001, et seq.)  and the Lanterman Developmental Disabilities Act (Welfare and Institutions Code §4500, et. seq.).

    Knowledge and Abilities

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
    • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    1. Knowledge of the Developmental Disabilities Assistance and Bill of Rights Act of 2000, Lanterman Developmental Disabilities Services Act, The State Council on Developmental Disabilities and Department of Developmental Services, including their programs, the needs of the citizens they serve, and the Regional Center systems, or a significantly related human services program.

    2. Experience with persons with developmental disabilities and/or other populations with disabilities and the administration of services and supports.

    3. Experience in an executive or high-level managerial capacity with responsibility for program administration and policy development.

    4. Ability to lead and manage a professional multidisciplinary team and facilitate functional needs and structure to achieve strategic plans.

    5. Ability to effectively manage Council priorities and operations, as well as the ability to respond to changing priorities. 

    6. General understanding of state human resources and performance management functions, processes, and expectations.

    7. Strong leadership and management skills in policy and program direction, establishing goals and expectations, motivating a team, working collaboratively encouraging initiative and facilitating independent staff work, using sound judgment in leading a staff, and the demonstrated ability to successfully resolve issues.

    8. Ability to communicate and interact effectively, orally and in writing, with the external partners, which may include U.S. Administration on Community Living, State agencies, the Legislature, and other stakeholders.

    Statement of Qualifications Instructions

    Each application shall provide a narrative discussion as a Statement of Qualifications that shall include specific information and/or examples as to how your professional experience, knowledge, skills, and abilities meet the position requirements and desirable qualifications of this position. The SOQ serves as documentation of each candidate’s ability to present information clearly in writing.

     

    SOQ’s must be no more than four (4) pages in length, typed using no less than 12-point Arial font, single sided, with 1” margins, with the applicants name in the top right-hand corner. The SOQ must be free of typographical errors.

     

    Each response must include the number of years of experience you have and must include specific examples to support your response. When you complete your SOQ, do not provide a single, narrative response. Each Desirable Qualification (DQ) listed in 1 – 8 above must be addressed one at a time (i.e., first provide a complete and independent response to DQ #1, then a complete and independent response to DQ#2, etc.) for consideration.  Additionally, each response must be numbered and include full text of the DQ being answered prior to each individual response, to clearly indicate which DQ you are responding to.
