Job Description and Duties

The Civil Rights Enforcement Section investigates matters on behalf of the Attorney General and litigates civil rights issues in both state and federal trial and appellate courts. Subject areas include California's Unruh Civil Rights Act, civil rights provisions of the California and United States Constitutions, police practices, including the implementation of the Racial and Identity Profiling Act of 2015 (AB 953), fair housing laws, voting rights, immigrants' rights, reproductive rights, and state and federal disability rights.  In addition to representing the Attorney General in his independent capacity, the section represents state agencies including, but not limited to, the Department of Fair Employment and Housing and the Native American Heritage Commission.

The incumbent performs a wide variety of duties including: assisting attorneys and staff in the work of the Racial and Identity Profiling Board including preparation of reports; assisting attorneys in gathering facts and data for cases, reports, regulations, briefs and other Civil Rights Enforcement Section matters on the section’s most complex and document-intensive matters; conducting legal and web-based research and analyzing complex legislation, codes, statutes, regulations and case law; coordinating and managing litigation support services relating to electronic discovery and other electronic data; and managing the content of the Civil Rights Enforcement Section and AB 953 web sites, email mailboxes, and voicemail boxes; and performing other administrative tasks.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Applicants should demonstrate strong analytical and paralegal skills, as well as a demonstrated interest and/or experience working on civil rights issues, including racial and identity profiling, police practices, discrimination in public accommodations, housing and employment discrimination, and immigrant, LGBT, disability, women’s rights, gender equality, labor and voting rights.  Familiarity with legal concepts and procedures is highly desirable.  Experience with Relativity, CaseMap, Trial Director, Power Point, Word, and Excel is highly desirable, as are relevant linguistic skills and experience in investigations and complex civil litigation. The applicant should possess the ability to work independently or in a team setting, take initiative, assume high level responsibility, and exercise good judgment. Good verbal and written communication skills are critical.  Additional language skills are a plus.
