Job Description and Duties

Under the general supervision of the Information Technology Supervisor II (IT Sup II). The incumbent provides expertise in requirement gathering and business analysis. The incumbent will work with the Bureau of Firearm (BOF) program staff and project team members to gather requirements and produce system requirement specifications for the development of application functionality. The incumbent will serve as the subject matter expert in the business rules and functionality of the systems built and will provide on-going support and maintenance of project documentations.

This position is located in the California Justice Information Services Division, Application Development Bureau, Division of Law Enforcement Systems Branch, Managed Applications Services Section, Firearms and Forensic Applications and Support Unit.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


•Experience with serving as project leader and project manager on the most complex information technology systems. Per requirement and design specifications identify, monitor, and report on all tasks necessary for the completion of the project through all phases of the project.

•Ability to create and maintain project schedule and cost required to execute and complete the project successfully.

•Experience in working with management on resource allocations and maintain the project schedule through all phases of the project.

•Experience with implementing and utilizing project management lifecycle methodologies such as, change control, scope management, time management, cost management, quality management, resource management, and risk management.

•Ability to participate in joint application design (JAD) sessions with BOF program staff and project team members to gather requirements necessary to build software systems to meet program needs.

•Ability to assist with the analysis of requirements gathered and produce documentations including but not limited to use cases, business rules, report specifications, and test cases.

•Ability to assist with preparing presentation and demoing system functionality to BOF stakeholders to ensure the system built and client expectation remains aligned through all phases of the project.

•Ability to assist with impact analysis for defect resolution and enhancement requests, and in the creation and maintenance of system documentation, test scripts and data for software changes that take place to address production problems and program needs.

•Experience with creating, executing and monitoring batch processes that run in the databases, in the Windows environment, or in the Linux environment, to ensure operational processes run successfully and on schedule.

•Ability to perform data collection and analysis for the purpose of generating ad hoc and on demand report requests from BOF.

•Ability to troubleshoot production issue and assist developers with identifying the root cause and possible solution.

•Ability to utilize SQL to query, analyze, and correct data as necessary to resolve production issues and address BOF operational needs.

•Experience with participating in peer review of system documentations to ensure the correctness and completeness of requirements captured.

•Ability to create test cases and test data, and perform all levels of testing to ensure the functionalities captured during business analysis are met;  cCreate automated repeatable tests with programming language and tool including but not limited to Java, JMeter, and Selenium.

•Ability to log, review, and triage defect and enhancement requests logged in DOJ’s issue tracking and management system.

•Ability to work cooperatively and effectively with BOF program staff and team members.  Provide management with verbal and written reports of activities and assigned tasks.
