Job Description and Duties

Under the administrative direction of the Deputy Director for High Road Field Branch, the Staff Services Manager II ensures that the specialized activities and work products of the High Road Sector Strategies are effectively directed to provide overall support for the successful implementation of the High Road Training Partnerships (HRTP) and High Road Construction Careers (HRCC). The SSM II provides statewide leadership of the High Road Sector Strategies and is responsible for policy formulation, providing direction, and oversight on a statewide basis for industry partnerships, local workforce development boards, highest levels of state agency staff and other key community partners. The SSM II works with the Deputy Director in developing and implementing high road strategies with significant impact across the 14 Regional Units, related state agencies, and other stakeholders. The SSM II works with the Deputy Director to direct the work of six (6) Staff Service Manager I, Specialists that serve as conveners and intermediaries of high road partnerships in the field. The SSMII will also coordinate the high road work with the both the Policy and Program Implementation branches of the CWDB.

The SSM II ensures high quality and timely completion of the High Road Field staff's assigned tasks. Prior to start of assignments, ensures understanding of objectives and time constraints. Establishes and communicates expectations and standards of performance that clearly convey staff responsibility and authority. Checks work progress to ensure timeliness and quality; reviews completed assignments and correspondence for quality and clarity.

As appropriate, assists the Deputy Director with any liaison activity with Local Boards, other State Plan partners, relevant grantees, the Governor's Office, Department of Finance, Labor organization, Industry leaders and the Legislature.

Department Information

The California Workforce Development Board is the Governor’s agent for the development, oversight, and continuous improvement of California’s workforce investment system and the alignment of the education and workforce investment systems.  The State Board and its staff provide active ongoing policy analysis, technical assistance, and program evaluation to inform and shape state policy on the design of state workforce policies and their coordination with other relevant programs, including education and human service programs. The State Board, in consultation with Workforce Innovation & Opportunity Act (WIOA) state plan partners, drafts the State Plan and serves as the broker, convener, facilitator, and matchmaker to bring the disparate elements of the state’s workforce, education, human services, and economic development programs into alignment through coordinated partnership.

Background Investigation Requirement
