Job Description and Duties

Under the general supervision of the Information Technology Supervisor II (IT Sup II). The incumbent performs at the expert specialist level of this career series to analyze, design, develop, and implement the most complex software systems for the Bureau of Firearms (BOF) program. The incumbent will serve as a leader in the development of application functionality and will provide on-going support of the BOF software systems.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Understanding and ability to participate in all phases of the SDLC including requirements. gathering, business analysis, configuration management and quality control desired.
• Experience developing documentation throughout all phases of the SDLC.
• Proficient in Java / J2EE & related components, frameworks and technologies, including but not limited to Java Server Pages (JSP), Servlets, Java Message Service (JMS), Java Persistence API (JPA), OpenJPA, Spring Core, Spring MVC, Spring Boot.
• Proficient in using Service-Oriented Architeture (SOA), Spring Security, Spring MVC and RESTful web services.
• Experience working with JBoss Enterprise Application Platform.
• Working knowledge on Web Technologies such as HTML, CSS, JavaScript, Angular or similar JavaScript frameworks like React, Vue and JQuery.
• Working knowledge on Markup Languages such as XML and JSON
• Working knowledge on Java testing tools such as JUnit, and TestNG.
• Experience migrating applications from Struts to Spring.
• Experience working with Oracle 12c databases.
• Experience with PL/SQL and strong working knowledge on SQL Queries, Stored Procedures, Triggers and ability Tune SQL Queries.
• Working knowledge on Java build tools Maven, and Ant.
• Working knowledge of ensuring a quality product by using tools such as BitBucket, Sonar, Artifactory or similar tools; Zed Proxy Attack or similar tools; JMeter or similar tools.
• Knowledge of architectural, design, programming and testing techniques.
• Working knowledge of tools such as Jira, Confluence, and Git.
• Experience working with high availability systems and server tuning including parameters, resources, contention, etc.
• Knowledge of the activities involved in planning, architecting and implementing disaster recovery solutions.
• Working knowledge of performing Impact Analysis in response to change requests.
• Ability to prioritize projects and develop solutions while adhering to overall Information Technology standards.
• Strong work ethic with the ability to work independently, and to prioritize and manage work to meet critical timelines in a fast-paced environment.
• Excellent verbal and written communication, and presentation skills.
