Job Description and Duties

As a California Workforce Development Board (CWDB) Information Technology Manager I and leader of the Cross System Analytics and Assessment for Learning and Skills Attainment (CAAL-Skills) team, the incumbent works closely with state and county workforce development, training and related education and human services leaders to develop the capacity to produce and display the data analytics needed to evaluate participating program efficacy. The incumbent has leadership and full management responsibilities to organize, plan, coordinate, direct and control all activities associated with the day-to-day operations and strategic planning of this team. In addition, the incumbent functions as the program leader responsible for tactical execution and strategic planning for CAAL-Skills technology, systems, data, business relationships and overall success of the program.

Department Information

The California Workforce Development Board is the Governor’s agent for the development, oversight, and continuous improvement of California’s workforce investment system and the alignment of the education and workforce investment systems.  The State Board and its staff provide active ongoing policy analysis, technical assistance, and program evaluation to inform and shape state policy on the design of state workforce policies and their coordination with other relevant programs, including education and human service programs. The State Board, in consultation with Workforce Innovation & Opportunity Act (WIOA) state plan partners, drafts the State Plan and serves as the broker, convener, facilitator, and matchmaker to bring the disparate elements of the state’s workforce, education, human services, and economic development programs into alignment through coordinated partnership.

2. Relationship Management

3. Project / Program Management

a. Have experience managing portfolios of multiple projects and initiatives with varying levels of complexity and priority.

b. Have experience as a senior level project manager with full responsibility for:

i. the successful implementation and integration of complex solutions on time and within budget.

ii. employee, consultant and vendor teams

iii. implementation efforts with one time costs greater than $10M.

c. Have experience working with State of California ‘control agencies’ (e.g., CDT, DOF).

d. Have experience in writing and managing contracts; writing solicitations and managing procurements; creating financial plans and performing expense management; and, writing grant proposals.

4. Data Projects

a. Have experience implementing and / or managing data-centric projects, programs or initiatives.

5. Workforce System

a. Have an understanding of California’s workforce system and have a working knowledge of the relationship between workforce system partners.

b. Have experience analyzing workforce participant and provider information.

c. Have a working knowledge of federal and state funded workforce programs.

d. Have experience analyzing workforce system information and have at least one year of experience working with workforce system programs and / or partners.
