Job Description and Duties

The California Department of Resources Recycling and Recovery (CalRecycle) is seeking an enthusiastic senior environmental scientist (specialist) to join our talented team that is passionate about developing in-state recycling manufacturing.

This position is responsible for assisting recycling-based manufacturers to locate in or expand in California. This assistance includes providing businesses with information and assistance on secondary materials and technology, including marketing, making introductions to local service providers, intermediary processors, identifying appropriate funding resources, assessing technology, collaborating with Permits staff on siting, and coordinating with the Governor’s Office of Business and Economic Development and other state agency partners. This position entails analyzing local and regional market development data provided in Zone annual reports, statewide waste characterization studies, etc., and making recommendations regarding program opportunities to expand markets, provide technical assistance to industry and Zone Administrators, and identify financial opportunities in collaboration with the Financial Resources Management branch (FiRM). The incumbent is also responsible for overseeing complex projects, such as developing implementation plans for designing programs resulting from new legislation; developing and conducting technical training programs for staff and stakeholders; and enhancing partnerships and sharing information stakeholders at recycling manufacturers, other state agencies, local government organizations, school districts, and recycling industries. The incumbent is responsible for providing outreach and technical assistance related to buying recycled to expand the procurement of products made by recycling manufacturers, such as tire-derived products, organic waste products, and construction and building products. The position includes preparing and delivering presentations, monitoring and coordinating program implementation activities of Branch staff, and analyzing data and developing models and tools.
