Job Description and Duties

As a California Workforce Development Board (CWDB) employee and Technical Lead for the Cross System Analytics and Assessment for Learning and Skills Attainment (CAAL-Skills) systems and technology, the incumbent reports to the Information Technology Program Manager, leads the Technical and Data Architects (both currently filled by consultants) and works closely with technical analysts, researchers and technical staff from the California Workforce Development Board (CWDB), partner organizations and stakeholders. The incumbent is responsible for all aspects of the CAAL-Skills environment and associated technology, including but not limited to hardware, software, network and data infrastructure.

Department Information

The California Workforce Development Board is the Governor’s agent for the development, oversight, and continuous improvement of California’s workforce investment system and the alignment of the education and workforce investment systems.  The State Board and its staff provide active ongoing policy analysis, technical assistance, and program evaluation to inform and shape state policy on the design of state workforce policies and their coordination with other relevant programs, including education and human service programs. The State Board, in consultation with Workforce Innovation & Opportunity Act (WIOA) state plan partners, drafts the State Plan and serves as the broker, convener, facilitator, and matchmaker to bring the disparate elements of the state’s workforce, education, human services, and economic development programs into alignment through coordinated partnership.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1. Hands on experience implementing, managing and maintaining data-centric projects, programs or initiatives.

2. Experience serving as a Technical Lead in support of data-centric project or program.

3. Expert level experience performing data integration/ETL and data warehousing design and implementation.

4. Expert level experience performing report development, physical and logical database design, building data warehouses/data marts, and creating dimensional models.

5. Expert level experience designing, building and supporting solutions using the Microsoft SQL Server Data Management System.

6. Expert level experience with Transact Structured Query Language (T-SQL).

7. Expert level experience with Online Analytical Processing (OLAP), Relational Online Analytical Processing (ROLAP), and Multidimensional Online Analytical Processing (MOLAP) concepts.

8. Experience with business intelligence tools.
