The Office of Planning and Research (OPR), created by statute in 1970, is part of the Office of the Governor. OPR serves the Governor and his Cabinet as staff for long-range planning and research, and constitutes the comprehensive state planning agency. (Government Code §65040).

Job Description and Duties

Under the general direction of the Directors of the Office of Planning and Research (OPR) and California Volunteers (CV), and under the supervision of the Deputy Directors of OPR and CV, the Budget Officer shall perform a variety of research, analytical, and budget activities associated with the various programs within the OPR, CV, and the SGC.  Duties include preparation of various budgetary schedules and assignments in support and preparation of the Governor’s Budget; preparation of budget change proposals, budget revisions, and all corresponding fiscal spreadsheets and templates; review and monitoring of multi-funded programmatic budgets; preparation of and monitoring of annual budget and expenditure plans; review and tracking of out-of-state travel requests and expenditures. The Budget Officer meets regularly with Program managers/ liaisons to review CalStars/ FI$Cal generated reports; and conducts various levels of researched-based analysis, to provide recommendations to upper management and executives.

 

Special Requirements

The person most likely to be successful in this position will have at least a Bachelor of Arts/ Science degree in economics, business, math, statistics, science, or related field.  Candidates should also have prior work experience in an analytical capacity, be able to navigate and create complex Excel worksheets, Access databases, and demonstrate the ability to be flexible in a demanding work environment.

Experience in budget development; strong knowledge of the state budget process; strong to intermediate knowledge of CalStars and FI$Cal; demonstrated experience in research activities including systematically investigating budgeting and accounting data to resolve operational and non-operational budget related issues; strong analytical and leadership skills; the ability to be a team player and work in a team environment; ability to work independently; exercise good judgment and communicate effectively with others orally and in writing; ability to manage a variety of duties and responsibilities with shifting priorities; and ability to take the initiative to see tasks through to completion.  Ideal candidate thrives under pressure, enjoys solving challenges, creatively approaches assignments, and confidently shares methodologies and recommendations.  Proficiency using Excel, Access, and Word.  Must possess a customer service attitude and an excellent attendance record.
