Job Description and Duties

Under the general direction of the Chief Deputy District Director, the incumbent serves as Chief, Traffic Operations and oversees the District's Traffic Systems, Traffic Management, and the San Diego Regional Transportation Management Center (TMC). The incumbent co-manages the Operations Theater and Incident Management with the California Highway Patrol (CHP) Communications Center Commander, and the Traffic Management Team (TMT). Acts as a consultant and coordinator with other departments, the San Diego Association of Governments (SANDAG), the Imperial Valley Association of Governments (IVAG), Federal Highway Administration (FHWA), and other State and Local Agencies in the planning, design, operations, and implementation of a wide variety of Traffic System Management and Operations (TSM&O) strategies and projects.  Serves as a liaison with CHP and other agencies in coordinating the State's traffic incident management program.

Special Requirements

A Statement of Qualifications (SOQ) must be submitted along with the State Application. An SOQ is a discussion of how an applicant's education, training, experience and skills meet the criteria below and qualify them for the position.  The SOQ must not exceed two (2) pages in length.

1.Knowledge of Caltrans’ mission, goals and programs.
2.Knowledge of administration, management, and supervisory practices and responsibility of management to promote equal opportunity in hiring & personnel, professional staff development, promotion, retention, and succession planning.
3.Knowledge of and ability to apply budgetary and financial management skills.
4.Demonstrated ability to develop and implement innovative and effective solutions for transportation problems.
5.Demonstrated ability to communicate effectively, orally and in writing when represnting Caltrans in public forums and in advanced transportation systems matters. Serves in a capacity with other Caltrans functional areas.
6.Demonstrated ability to provide new perspectives and/or develop and implement new initiatives.
7.Demontrated ability in leading, supervising, motivating, delegating responsibility, enabling and empowering staff to pursue innovative solutions, to make independent informed decisions, and to take prudent course of action;
8.Demonstrated experience and skills to manage workflows of multi-disciplinary teams of professionals to accomplish complex project objectives.
9.Demonstrated experience with principles and practices of management, including project management and its relationship to managing projects, resource management, organizational development, and Regional Transportation Planning Agency programming.
