The mission of DTSC is to protect California’s people and environment from harmful effects of toxic substances by restoring contaminated resources, enforcing hazardous waste laws, reducing hazardous waste generation, and encouraging the manufacture of chemically safer products.

 

Job Description and Duties

Under the general direction of a Senior Toxicologist in the Human and Ecological Risk Office (HERO) of the Brownfields and Environmental Restoration Program (Cleanup Program), the Staff Toxicologist independently provides expert scientific support in the areas of toxicology, human and/or ecological risk assessment and exposure assessment, along with a variety of more difficult tasks directly related to toxicology and risk assessment.  Specific duties include, but are not limited to:

Risk Assessment Review

Prepares and reviews complex Health Risk Assessments (HRA) and/or Ecological Risk Assessments (ERA), their work plans and selection of remedial alternatives to ensure the DTSC mission to protect human health and the environment is adequately evaluated and addressed.  Interprets and applies public health and/or environmental standards to assess public health risks and ecological hazard from exposure to multiple media (e.g. soil, water, air, biota) contaminated with chemicals from varied types of sites and/or releases to ensure that all potential exposure pathways are considered and/or evaluated.  Independently write technical memoranda clearly identifying specific site characterization or risk assessment issues, discovered during review, that requires further investigation or evaluation before the characterization and/or risk assessments are considered complete. Independently writes technical memoranda and provides technical consultation to DTSC Project Managers explaining the rationale for recommendations based on one or more specialized areas in toxicology or a closely related field; laboratory and testing procedures for toxicological investigations; principles and procedures of risk assessment; and provisions of laws, rules and regulations pertaining to the use, processing and handling of toxic substances. Provides written recommendations for complex HRA and ERA risk assessment documents, including Preliminary Endangerment Assessments (PEAs), work plans, site characterization investigations, confirmation sampling reports and feasibility studies to ensure completeness, accuracy and effective communication of quantitative predictive human health and ecological assessments. Provides technical direction to responsible parties and consultants outlining the selection of representative species in a specific environment to obtain toxicity and habitat information, by the evaluation of ecological databases and application of ecological analyses for potentially impacted sites. Independently prepares written assessments and employs categorization strategies to evaluate the human health and/or ecological impacts of hazardous substance releases into the environment and determines what remedial actions, permit conditions or ingredient substitutions are necessary to protect human health and the environment.

Hazard Assessment
Independently reviews and evaluates existing toxicological information such as acute and chronic toxicity, indicators of carcinogenicity, port-of-entry effects and the array of observed and potential toxic endpoints in support of DTSC regulation of hazardous wastes sites and facilities and DTSC novel programs such as the Green Chemistry Initiative (GCI) Toxicity Information Clearinghouse and the GCI Safer Consumer Products. Provides technical review of toxicity criteria and hierarchical classifications proposed for inclusion in California regulations in support of such programs to DTSC teams and Cal/EPA teams. Demonstrates the ability to search, evaluate and summarize toxicity and/or exposure data extracted from Federal (e.g., U.S. EPA ACToR, U.S. EPA IRIS, and U.S. EPA EcoTOX), California (OEHHA EcoTOX, CDFW BIOS) and International (e.g., European Union REACH, European Union ECETOC, Nordic Countries SPIN) human and/or ecological databases to support DTSC and Cal/EPA teams.  Independently reviews and evaluates the ability of innovative techniques such as in vitro testing, in silico estimation, quantitative structure activity relationships (QSARs) and computational toxicology to provide data of sufficient quality and certainty to meet DTSC novel project needs such as: 1) assess potential health impacts of site specific hazardous substance releases and/or categorization of human health or ecological hazard associated with general releases to the environment; 2) provide hazard characterization of consumer products  with potential human health and/or ecological impacts; and, 3) prepare expedited assessments during acts of chemical or biological terrorism in order to determine health-protective cleanup goals that allow re-entry or re-use of vital State facilities. Independently prepares, reviews and evaluates intricate sampling and analysis plans, and  similar technical documents integrating scientific, toxicological and ecological principles  to meet essential DTSC needs such as: 1) assess potential health impacts of site specific hazardous substance releases and/or categorization of human health or ecological hazard associated with general releases to the environment; 2) provide hazard characterization of consumer products  with potential human health and/or ecological impacts; and, 3) prepare expedited assessments during acts of chemical or biological terrorism in order to determine health-protective cleanup goals that allow re-entry or re-use of vital State facilities.
