This position is Limited Term (12 Months); it may become permanent, be extended, or be cancelled at any time.

This position is designated under the Conflict of Interest Code.
The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

The Reporting Location for this position will be in West Sacramento.

Department Information

The Sacramento-San Joaquin Delta Conservancy is a lead State agency for ecosystem restoration and economic development in the Delta.  The Water Quality, Supply, and Infrastructure Improvement Act of 2014 (Proposition 1) provides $50 million for the Conservancy to implement an Ecosystem Restoration and Water Quality Grant Program.  In addition to administering this grant program, the Conservancy contracts with several entities and receives funding for programs and initiatives from several federal grants and other sources.  The Conservancy is seeking a motivated and highly independent individual who is detail oriented, thorough, and organized to perform fiscal/accounting duties and make a valuable contribution to the Conservancy team. The Department of General Services (DGS) provides Consolidated Fiscal Services for the Conservancy; the accountant will work with Conservancy staff and collaborate with budget and accounting staff at DGS.

The office is located in West Sacramento with ample free parking.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Strong accounting skills and work experience within the State of California
• Experience with the State of California’s fiscal accounting, budget, and procurement processes
• Experience working with multiple funding sources including State, federal, and bond funds
• Knowledge and understanding of Financial Information System for California (Fi$Cal)
• Strong computer skills including experience with Microsoft Office software suite (including: Word, Outlook, SharePoint, and especially Excel), Adobe, Hyperion, and PeopleSoft
• Experience disputing and resolving invoice and accounting issues
• Thorough understanding of control agencies' roles and responsibilities related to fiscal accounting
• Motivated and able to work independently and also within a team
• Ability to accurately analyze and conduct necessary research to resolve complex accounting problems with effective action and solutions
• Clear written and oral communication with the ability to make presentations to a group and report on fiscal/accounting matters
• Experience with and ability to establish and maintain cooperative working relationships with an interdisciplinary, inter-agency staff team, officials and technical experts from state and federal agencies, consultants, stakeholder groups, and the public
• Ability to handle sensitive and confidential assignments with tact and diplomacy
• Ability to work under pressure and tight time constraints and handle changing priorities with a positive attitude
• Experience with and ability to proficiently use a 10-key calculator
• Excellent organizational skills and detail oriented
