Job Description and Duties

Under the general supervision of the Staff Services Manager III, the Systems Software Specialist II (Supervisory) is responsible for supervising and directing the work of information technology staff in the Case Management Section. The incumbent has overall technical responsibility for the Department's enterprise-wide legal case management system (Prolaw) which includes performing some of the more complex system software duties. In addition, the incumbent oversees the operation and performance of an integrated business intelligence reporting system (COGNOS) and numerous other third-party applications used in the delivery of legal services. The incumbent will manage, evaluate and implement information system technology projects that impact the Department's enterprise-wide legal case management system. The incumbent will also oversee recruiting, directing, developing and evaluating assigned technical personnel through daily job assignments, individual training and professional development plans, and/or periodic probation/annual reviews of technical staff. The incumbent will direct or perform the more complex infrastructure design and analysis; review and produce technical specifications, schematics and designs; draft enterprise-wide architecture plans; and create detailed security specification and strategies for access and integration with heterogeneous data environments. The incumbent will serve as the division's liaison with other departmental information technology units/staff and vendors to manage, maintain, control and efficiently execute technology projects. The incumbent will provide verbal and written status reports to section and/or division management. The incumbent will also act as a technical consultant to division management when requested, including statewide initiatives and/or projects.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Knowledge of ProLaw, or similar SQL based legal case management system.
• Knowledge of Cognos BI Reporting System, or similar business intelligence reporting system.
• Experience in project management for enterprise or system projects.
• Experience in state government IT procurement.
