Job Description and Duties

The Division of Mine Reclamation (DMR) is recruiting for a highly motivated, flexible and energetic individual to join our dynamic and team-oriented organization. 

The DMR administers the Surface Mining and Reclamation Act (SMARA) by reviewing and providing comments during the lead agency approval process of reclamation plans and financial assurances, training lead agency mine inspectors through workshops, maintaining the administrative record for surface mines located throughout the state, and assisting local governments and mine operators in their efforts to comply with state mining laws.


JOB DESCRIPTION:  The Engineering Geologist (EG) in the Engineering Geology Unit will function as a field and regulatory specialist for DMR’s role in the administration of the SMARA.  The EG will perform activities associated with the regulatory oversight of surface mining operations both independently as well as in a team environment.  The EG is expected to review, amongst other documents, reclamation plans and financial assurances, maintain the administrative record, and conduct field inspections of surface mining operations for compliance with State mining law and the reclamation plan.  This position requires effective communication skills, both written and oral, proficiency in reviewing geologic and engineering reports and basic data management capabilities.

RESPONSIBILITIES:  The EG will review lead agency submitted reclamation plans, financial assurance cost estimates, and inspection reports for regulatory compliance with SMARA.  Reclamation plan reviews consist of assessing regulatory compliance of geologic, hydrologic, and geotechnical reports, slope stability analysis, and grading and erosion control plans.  Financial assurance cost estimate review includes assessment of mined lands relative to the reclamation plan and comparison of the adequacy of the cost estimates to perform reclamation activities and achieve the approved end use of the project.  The incumbent may be asked to function in responsible charge of work relating to their area of expertise.

  • License as a Professional Geologist in the State of California.
  • License as a Civil Engineer in the State of California.
  • Experience performing and preparing reports for geologic and engineering investigations.
  • Experience conducting inspections of engineering or environmental projects.
  • Experience with regulatory permitting, compliance, and multi-stakeholder project coordination.
  • Experience with project management, proposals, budgeting, quality assurance/quality control (QA/QC), project closeout.
  • Experience using digital and/or analog technologies to research, collect, map, analyze and present data.
  • Ability to effectively communitcate, both written and verbal and including public speaking.
  • Ability to work in a team environment.
