Job Description and Duties

Under the direction of the Deputy Director for Policy and Public Affairs, the Associate Governmental Program Analyst (AGPA) is responsible for performing a wide variety of complex and technical analytical staff assignments. The incumbent assists in managing all aspects of SCDD’s policy activities, plans and executes policy-related events, represents the Council at stakeholder meetings and completes program and administrative assignments for the Deputy Directors and Executive Director as needed. Limited travel may be required to attend meetings. The incumbent is expected to consistently exercise a high degree of confidentiality, initiative, organization, responsibility and independence in the performance of the assigned tasks. Department Information

The State Council on Developmental Disabilities (SCDD) is an independent state agency mandated by federal and state law to pursue systemic change, capacity-building, and advocacy,  in order to promote a person-centered and family-based system of services and supports for individuals with  intellectual/developmental disabilities (I/DD) and/or cross-disabilities. The goal of the federal law is to enable individuals with I/DD (self-advocates) to maximize self-determination, independence, productivity, community integration and inclusion.  The State Council (Council) consists of 31 voting individual, family and agency members, all of whom are appointed by the Governor.  The incumbent, as part of SCDD's Headquarters (HQ) Team,  helps the Council fulfill its specific statutory mandates under the  federal Development Disabilities Assistance and Bill of Rights Act (Title 42, USC 1501 et seq.), and the Lanterman Development Disabilities Services Act (Welfare and Institutions Code 435 et.seq.).

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Ability to exercise initiative and think creatively to analyze complex information and communicate information to a diverse audience.

  • Ability to multi-task and manage multiple changing complex, and/or competing priorities to complete tasks in appropriate timeframes

  • Strong collaborative skills and the ability to interact effectively with state agency personnel, subject matter experts and the general public.  

  • Strong policy analysis, writing, editing, and communication skills.

  • Strong knowledge of Microsoft Suite and other computer programs, Capitol Track, Constant Contact or Qualtrics is a plus.

  • Experience with the federal or state legislative process. Experience with drafting legislation is a plus.

  • Experience producing policy related trainings, events and/or campaigns.

  • Experience working with people with disabilities and/or knowledge of the service delivery system is a plus.
