Job Description and Duties

Under administrative direction of the Deputy Director, the Public Health Medical Administrator (PHMA) II serves as the Assistant Deputy Director (ADD) of Environmental and Occupational Health for the Center for Healthy Communities. The ADD supports and advises the Deputy Director on program policy and research pertaining to environmental and occupational health. The position is responsible for providing leadership, scientific and medical guidance, performance accountability, and general oversight of the state’s major public health and prevention programs, policies and initiatives that are directed at reducing the leading preventable causes of death among Californians---through reducing risk factors by improving communities and other environments. The PHMA II directly supervises, oversees and is responsible for planning, organizing, monitoring, and directing the work of four Branches: Childhood Lead Poisoning Prevention; Environmental Health Investigations; Environmental Health Laboratory; and Occupational Health, and indirectly provides support to all 38 programs in the Centers as needed. The four branches total approximately 200 employees and have a budget of approximately $59 million dollars derived from federal, general, and special funds. The PHMA II is responsible for Center programs, initiatives and policies and provides leadership and vision for CDPH primary prevention policies, programs and resources.

Will also consider Temporary Authorization Utilization (TAU) appointments - Candidates who meet the minimum qualifications for the classification but do not currently have eligibility on an employment certification list by having taken and passed an examination may apply as a TAU. TAU appointments are limited to a duration of 9 months within a 12 consecutive month period. In order for a TAU appointment to become permanent, individuals must take and pass the related examination, and thereby become eligible from a certification list, within 9 months of TAU appointment. Individuals who successfully obtain eligibility prior to the expiration of the TAU appointment will not be required to recompete in a competitive process for permanent appointment to that position.

Department Information

The Center for Healthy Communities is one of five primary organizational groups within the California Department of Public Health. The Center has six key areas of work: Chronic Disease Control, Environmental Health, Injury and Violence Prevention, Oral Health, Occupational Health, and Problem Gambling. With nearly 40 programs residing within nine branches and two offices, approximately 450 staff and operations based in Sacramento and Richmond, the programmatic impact of the Center can be felt in every corner of California.

STATEMENT OF QUALIFICATIONS– PUBLIC HEALTH MEDICAL ADMINISTRATOR II


The Statement of Qualifications (SOQ) will be used to pre-screen applicants. Submit responses to the following questions. The SOQ is not to exceed one page per question, 12- point, Arial font with 1-inch margins. The SOQ must be included with your State Application in order to be considered for this position. Candidates are requested to include a resume or curriculum vitae (CV); however, resumes and CVs will not be considered in lieu of the SOQ. In appraising experience, more weight may be given to the breadth of pertinent experience and evidence of the candidate's ability to accept and fulfill increasing responsibilities than to the length of his/her experience.

1. Describe your supervisory and/or management and leadership ability, including aligning and motivating disparate groups/programs and/or employees, and ability to deal effectively with a variety of individuals, organizations, state agencies, and local government.

2. Describe your experience and knowledge of a wide range of public health and environmental health issues related to environmental and occupational diseases.

3. Describe your ability to direct the work of a multidisciplinary professional and administrative staff, resolve personnel issues, and manage a large budget.
