Job Description and Duties

In accordance with Governor Newsom’s Executive Order N-33-20 and, as a result of the COVID-19 rapid out-break, Caltrans will continue its hiring practices as they are deemed necessary to “maintain continuity of operations of the federal critical infrastructure…,” Candidates who participate in the interview process will be considered essential in promoting this effort and are not in violation of Executive Order N-33-20. Under the general direction of the Deputy Division Chief of Safety Programs, the incumbent leads, guides and directs staff and activities of the Office of Strategic Safety and Implementation including establishing policies, processes and procedures for the Highway Safety Improvement Program (HSIP), Multidisciplinary Accident Investigation Team (MAIT), Pedestrian and Bicycle Safety, Strategic Highway Safety Program (SHSP) and Traffic Investigations. The incumbent also elects and advocates for Safety Projects in the State Highway Operation and Protection Program (SHOPP).  The incumbent is responsible for supporting the Division and districts to utilize safety systems and devices to implement a Safe System approach on the State Highway System as well as providing uniform standards for regional partners and local roads in order to help California meet its SHSP and HSIP goals.  The Safe System approach aims to eliminate fatal and serious injuries for all road users through a holistic view of the road system that first anticipates human mistakes and second keeps impact energy on the human body at tolerable levels.

It is desirable for the incumbent to have a Road Safety Professional (RSP) Certification, which provides for professionals involved in a wide array of safety-related disciplines to establish their competency in providing for the safety of the traveling public. **Telework is accepted statewide for this position.

Special Requirements

Pursuant to California Code of Regulations § 549.90, this position will be filled via the California Department of Transportation Managerial Selection Program (MSP) Process.

This process provides for examination and job-selection specific to each position and consistent with the knowledge, skills, and abilities of the classification.

This is a Caltrans Open examination.

Minimum Qualifications

All applicants must meet the minimum qualifications by the final filing date to participate in the examination.

Possession of a valid certificate of registration as a civil engineer issued by the California
State Board of Registration for Professional Engineers. and

Either I

Experience: One year of transportation engineering experience as a senior level engineer in the California state service.

Or II

One year of supervisory or managerial experience equivalent in level to a Senior Transportation Planner in the California state service. and

Two years of civil engineering work at the Associate Engineer level or higher in the California state service.

Or III

Broad and extensive (more than five years) transportation engineering experience, two years of which are equivalent in responsibility to the senior level engineer in the California state service.

Examination Information:

This examination will utilize an evaluation of each candidate’s experience and education (E&E) compared to a standard developed from the Class Specification. For this reason, it is especially important that each candidate take special care in accurately and completely filling out his or her State application (STD. 678).  List all experience relevant to the “Minimum Qualifications”.

This examination will not establish a civil service list; therefore, candidates will not have the ability to transfer their eligibility to other departments. Candidates will be notified of their examination results.

Out of Class (OOC) Experience: If using Out of Class experience, you must submit a copy of your signed and approved Out of Class documentation. Failure to do so may result in your Out of Class experience not being considered during the evaluation process of this examination.
