Job Description and Duties

State Fund has positions available for Technical Lead at our Vacaville or Pleasanton Information Technology locations. Technical Lead  will work to develop, support and maintain State Fund’s enterprise data models and provide database development support to IT projects, meet outlined in the goals established by State Fund IT Management, provide knowledge transfer and mentorship to State Compensation Insurance Fund’s employees, and provide status reports and recommendations to IT management. 

The tasks for the Technical Lead  include, but are not limited to, the following:
  • Working as a lead project developer implementing Electronic Payment generation. To evaluate the existing payment generation processes and to device optimum alternative solutions to fit the current & future business needs.
  • Provide software applications using Pitney-Bowes/Group1 StreamWeaver to generate Postscript print files & Mail Run Data Files (MRDF) for Pitney Bowes Mail Machine in the CPCs.  Setup automated scripts to perform USPS Address CASS certification, Mail sorting and NCOALink.
  • Provide StreamWeaver control file to enhance the existing PostScript print streams with features like Postnet Barcode, 2 of 5 Barcode and creating side files & MRDF files. Provide support for various Pitney Bowes Document Messaging software including Finalist Workstation, ForwardTrak Plus, and Verimove
  • Provide support of printer hardware and software troubleshooting. Second tier support for the CPCs & district offices with daily payment generation. Setting up print environment using Paris Spooler 
  • Create Packages, Functions, Procedures using PL/SQL and all necessary database objects for enterprise solutions
  • Provide solutions in Oracle Application (AR, AP, GL, Workflow, etc.) and any other technology 
  • Code the programs as per the technical specifications and unit testing
  • Work with the users, applications support and interact with other team members for problem resolution
Technical Lead must possess strong analytical skills with the ability to analyze information, identify, and formulate solutions to problems and have the following skills:
  • Must have the ability to work collaboratively with other support team members and independently on assigned tasks and deliverables with minimum supervision.
  • Must be self-motivated, working closely and actively communicating with other resources to accomplish time critical tasks and deliverables.
  • Must be able to ask questions and share information gained with other support team members, recording and documenting this knowledge.
  • Must listen carefully and act upon user requirements.
  • Must be able to convey and explain complex problems and solutions in an understandable language to both technical and non-technical persons.
  • Must be able to follow the lead of others on assigned projects as well as take the lead when deemed appropriate.
  • Must be able to think creatively and critically, analyzing complex problems, weighing multiple solutions, and carefully selecting solutions appropriate to the business needs, project scope, and available resources.
  • Must have years of experience in integrating separated and distributed components and systems of various infrastructures, protocols, languages, schema and design
  • Must be able to communicate exceptionally and influence at all levels verbally and in writing.
  • Must take responsibility for the integrity of the solution.
  • Above all, must enjoy solving problems, working with people and computer technology to achieve high quality deliverables and goals.
