Department Information

The State Water Resources Control Board (SWRCB) and the nine (9) Regional Water Quality Control Boards (RWQCB) (collectively the Water Boards) work to preserve, enhance, and restore the quality of California’s water resources and drinking water for the protection of the environment, public health, and all beneficial uses, and to ensure proper water resource allocation and efficient use, for the benefit of present and future generations.

Job Description and Duties

The North Coast Regional Water Quality Control Board is recruiting for a Career Executive Assignment/Assistant Executive Officer.  The position is currently located at 5550 Skylane Blvd, Suite A, Santa Rosa CA  95403 with a future possibility to be relocated to a satellite office in one of the northern counties in the region.

The North Coast Region encompasses a total area of approximately 19,390 square miles, including 340 miles of scenic coastline and remote rural as well as wilderness areas. To effectively protect the human health and the environment, some of the region’s challenges and opportunities are that 40% of the land is national forest lands; 60% of the waterbodies are sediment impaired; 8 out of 10 counties are considered disadvantaged or severely disadvantaged; and about 70% of the communities in the region are small and disadvantaged or severely disadvantaged. With limited staff resources to cover such a staggering landmass with legacy pollution and diverse stakeholders including tribes and disadvantaged communities, providing technical and financial assistance and fully utilizing modern technology are critical to achieve our mission.

Under the general direction of the Executive Officer, and consistent with good customer service practices and the goals of the State and Regional Water Board’s Strategic Plan, the Assistant Executive Officer of the North Coast Regional Water Board is expected to be courteous and provide timely responses to internal/external customers, to follow through on workplan commitments, and to solicit and consider internal/external customer input when completing work assignments. 

The Executive Officer and the Assistant Executive Officer (AEO) function as the executive management team for the organization.  The position requires policy involvement with various governmental and non-governmental agencies, business and environmental organizations, the media, and the public.  The AEO is responsible for budget and personnel management, office operations, overall performance of the organization, and for expanding employee and organizational skills to provide consistently high quality, responsive customer service in the North Coast Board’s activities.  The AEO supervises four division chiefs and a Staff Services Manager, and oversees all regulatory functions of the organization.  The AEO is also the lead for enforcement activities and functions as the Chief of the region’s Prosecution Team to ensure effective enforcement via consistent, timely, and appropriate actions. The AEO serves as the Ombudsman of the organization. The AEO will continuously strive to improve customer service and compliance assurance through improved business practices, guidance, public education, and outreach efforts.

Examination Qualification Requirements

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Experience, knowledge and vision to act as the chief enforcement officer for the North Coast Region.

Possession of a Bachelor’s Degree in environmental, sanitary, civil or chemicalengineering; biological, environmental, or physical sciences, including geology; public or business administration; law or a field related to any of the foregoing.

Demonstrated knowledge and experience with business processes, streamlining, meeting deadlines, and increasing productivity.

8. Ability to lead and oversee a high profile office and to organize, direct, and assign staff in the development and implementation of policies and programs.

Examination Information

The examination process will consist of an application, resume, and a Statement of Qualifications evaluation conducted by a screening committee.  The Statement of Qualifications will be used to evaluate your education and experience as it relates to the “Desirable Qualifications” listed above.  The Statement of Qualifications may be the only basis for your final score and rank.  Interviews may be conducted as part of the examination process.   (Hiring interviews may be conducted with only the most qualified candidates if it is determined necessary in order to make a selection.)
