The State Water Resources Control Board (SWRCB) and the nine (9) Regional Water Quality Control Boards (RWQCB) (collectively the Water Boards) work to preserve, enhance, and restore the quality of California’s water resources and drinking water for the protection of the environment, public health, and all beneficial uses, and to ensure proper water resource allocation and efficient use, for the benefit of present and future generations.
Salary Range: $6,913.00 - $13,125.00, Please note: Salary level of position is negotiable within the maximum posted range.
The responsibility of the Director, Office of Research, Planning and Performance is to serve as a principal advisor to the Executive Director, Chief Deputy Directors, and Board Members on matters regarding climate change mitigation and preparedness, water conservation policy, groundwater management, strategic planning, economic evaluations, and process improvement statewide. The Director, Office of Research, Planning and Performance manages a multi-disciplinary staff involved in water resources management, technical training, research, and assistance statewide. The work performed by the office crosses all organizational lines at the State Water Board and at each of the nine Regional Water Boards. Specific functions include:
Developing and implementing water conservation regulations and policy
Implementing the Sustainable Groundwater Management Act
Overseeing the Board’s responsibilities for the Water Storage Investment Program
Developing and implementing performance measures, strategic planning, and research programs
Evaluating programs and making recommendations for improvement
Developing and implementing policies and initiatives as directed by the Board
Overseeing economic analyses of proposed State and Regional Water Board actions, proposed regulations, and program changes
Administering the Cal\EPA scientific peer review program
Managerial oversight of the Water Board’s training program and assisting in determining technical training needs of program staff

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the
formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government
settings, or in a private organization):
CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial
participation in the formulation, operation, and/or evaluation of program policies.
CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide
professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional
skills that are required at this level.
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1. Possesion of a Bachelor's Degree in a related field.
2. Sound personnel management and leadership skills, including the ability to manage teams and bring complex projects to completion.
3. Ability to develop positive and cooperative working relationships and to commumicate effectively both orally and in writing with managers, other governmental agencies, Legislature, civic leaders, special interest groups, stakeholders, and professional organizations.
4. Experience crafting solutions to complex and contentious statewide policy issues involving a wide range of stakeholders, executive branch leadership including the Governor's Office, and the Legislature.
5. Knowledge of the Water Board programs, policies, and procedures.
6. Knowledge and understanding of California water management and the critical issues confronting the Water Boards.
