Job Description and Duties

Serves as the primary liaison to the nine-member Commission, representing the Commission on statewide issues, directing Commission staff and work activities, and ensuring the success of the Commission in fulfilling its mission.  Oversees the development, implementation and evaluation of the full range of Commission policies, procedures and functions.  Oversees the research and analysis of issues affecting the Commission.  Develops annual and monthly work plans for Commission activities.  Examines issues and developments in water policy; makes recommendations to the Commission for their consideration. Implements all actions and decisions of the Commission.  Oversees all activities related to Proposition 1 implementation, including policy development of the competitive public process and selection of projects for the allocation of $2.7 billion in funding.  Meets and confers with stakeholders, professional associations, top-level management of state, federal and local governmental agencies to identify and resolve issues relating to Commission activities.  Manages the Commission’s resources, including staffing, development of program budgets, tracking appropriations and expenditures, and maintaining Commission records.  Makes speeches and presentations on behalf of the Commission.

Special Requirements

This position is covered in the Political Reform Act and requires financial disclosure within 30 days of the first and last day physically worked in a covered position and annually by April 1st.

Desirable Qualifications

Must be a highly competent and experienced professional with a demonstrated track record of successful managerial and policy accomplishments and will be expected to work well in a dynamic and highly charged environment, possess a high level of integrity, and be inclusive, transparent, and engaging. A Bachelor’s degree is expected and a Master’s degree in public policy, administration, political science, engineering or the environmental sciences is preferred. In addition, the individual must also possess the following knowledge, characteristics, and competencies:
• Administrative experience including, but not limited to the ability to prepare, understand and work with a government budget, develop regulations, rulemaking, policy development and implementation; experience as a manager with responsibility for development, execution, and evaluation of major programs, policies, and staff development; and experience working with and/or in taking direction from a commission, board or committee.
• Knowledge of water policy issues, opportunities, and challenges facing California; and demonstrated ability to work within an organizational or governmental structure.
• A consultative approach to problem solving and the ability to facilitate coalition building.
• A high level of initiative, dependability, tact, sound judgment, and adaptability.
• High ethical standards and a person of exceptional character who naturally earns the confidence and trust of others.
• Excellent communication skills, outgoing, and able to work effectively with diverse groups of people.
